Yvonne Frazier

Yvonne Frazier works under the supervision of Victor Kogler, CIBHS Vice President, as the Drug Medi-Cal Organized Delivery System (DMC-ODS) Training Manager. She is responsible for the coordination of the training and technical assistance project in support of county-implementation of the 1115 waiver. She began working as an independent contractor with CIBHS in March 2016 and became an employee in October 2016. She works with the CIBHS DMC-ODS staff and county SUD and Behavioral Health Staff to coordinate training activities. She is the primary liaison with the Department of Healthcare Services (DHCS) for the project and in that capacity, writes monthly and annual reports. She participates on monthly conference calls with the Department and the team regarding the successes and challenges of the project. Yvonne Frazier has worked in the field of Substance Use Disorder (SUD) treatment for more than 40 years in a variety of capacities including Executive Director of an SUD program, County Alcohol and Drug Administrator, Independent Consultant, grant writer, and other roles. She has an excellent working knowledge of the DMC-ODS Waiver Terms and Conditions. She is proud of the accomplishments of the project at the close of 2016 which reported 3,682 individuals were trained at 94 trainings statewide reaching all phases of waiver implementation. The topics of the trainings include Waiver Assessment and Modalities of Services, Selective Contracting, American Society of Addiction Medicine (ASAM) Criteria, Medication Assisted Treatment (MAT), and Continuum of Care (COC). She recognizes that the success of the CIBHS DMC-ODS Waiver Training Project requires extraordinary collaboration among DHCS, CIBHS, Counties, and SUD providers. She works with the team to keep the focus on the intended outcome of these services which is to improve quality and performance of SUD treatment, recovery, and detoxification services in California.
