Jennifer Clancy, MSW
Director of Strategy

Ms. Clancy offers a distinguished background in health care system transformation. Building upon her experience in designing and leading a SAMHSA national technical assistance center, Ms. Clancy has a successful history of working with counties, statewide agencies, provider organizations, advocacy organizations, and health plans  to propel large scale quality improvement programs and initiatives. She served as Executive Director of United Advocates for Children of California, the first Executive Director of California’s Mental Health Services Oversight and Accountability Commission, and Executive Director of Village Care International, Inc., an organization dedicated to building volunteer driven, children’s systems of care in Kenya and Nigeria. Ms. Clancy started a consulting firm in 2015 that supported health care integration, promotion of population health management in safety net provider organizations and focused on the experience of the patient to drive improved quality, better health outcomes and reduced costs in health care. The Jen Clancy Consulting team worked in collaboration with the Inland Empire Health Plan to design the Behavioral Health Integration and Complex Care Initiative (BHICCI) approach to complex care and facilitated the practice coaching associated with BHICCI. She sold this firm in 2018 in order to accept a position as Executive Director of Population Health at the Inland Empire Health Plan (IEHP). While at IEHP, Ms. Clancy assisted in transitioning BHICCI to the Health Home Program, initiated the integration of the Care Management and Behavioral Health Departments, and offered leadership to the development of an Integration Pilot between IEHP and San Bernardino County Behavioral Health. Ms. Clancy recently accepted the role of Director of Integration Initiatives for the California Institute of Behavioral Health Solutions.
