A Review of the Management of the Federally Funded Independent Living Program

This report evaluates the implementation of the federally funded Independent Living Program at the State level. This program assists foster youth who are making the transition to independent adulthood. Interviews were conducted with independent living coordinators in 11 States, 10 Federal regional office contacts for independent living, and experts.Findings are presented concerning the foster care youth population and their specific needs, the service delivery elements of a good program, the number of service delivery elements possessed by the 11 State programs reviewed, and the factors associated with good State programs.
