A national evaluation of Title IV-E foster care independent living programs for youth. Phase 2 final report

This report presents the findings of Phase Two of a national evaluation of the impact of the Title IV-E foster care independent living programs on state policies and services as well as on outcomes for foster youth. Phase One of the study collected case record data for 1,644 youth discharged from care in 1987 and 1988.
