Presenter Biography

Amy Mcilvaine

Amy Mcilvaine is the Project Director for the Los Angeles County’s Substance Use Disorder Organized Delivery System project. Amy has nearly 25 years of leadership and management experience. Her primary areas of expertise include innovation design, change management, process improvement, and business operations. She is passionate about mentoring and training behavioral health teams to become innovative change leaders who are resilient, lead effective change teams and implement changes that result in improvements.

Prior to working for CIBHS Amy was the Director of Training and Education for NIATx (Network for the Improvement of Addiction Treatment) at the University of Wisconsin-Madison. Amy developed the nationally renowned NIATx Change Leader Academy designed to teach behavioral healthcare professionals how to lead teams through successful change in today’s turbulent behavioral health landscape. She has trained and mentored over 1,000 change leaders working in health and human services throughout the United States.  In addition to teaching change management, Amy was a project manager on several SAMHSA projects in the following areas: Integration with Primary Care, Leadership Development Skills, Process Improvement, Improving Your Third-party Billing Systems, Innovation and Design, and Business Operations.

Amy has consulted and trained in and with local, state and national regulatory agencies, managed care organizations, as well as healthcare providers around the country.

Mathew Roosa

Mathew Roosa, ACSW, LCSW-R is a consultant, trainer, and coach, providing organizational and systems level support for program development, quality improvement, and strategic planning in behavioral and healthcare environments. He is also Director of Planning and Quality Improvement for the Onondaga County Department of Adult and Long-Term Services, providing support to mental health, substance use, Corrections, Ageing, and other service systems. Mr. Roosa is the former Clinical Director of Central New York Services, a Non-Profit Agency providing residential, forensic, and treatment services, and specializing in services for people with co-occurring chemical dependency and mental illness. Formerly Mr. Roosa was the Clinical Director of Family Services Associates, providing outpatient family therapy and chemical dependency services. Mr. Roosa’s experiences also include the maintenance of a private psychotherapy practice and teaching as an adjunct faculty member of the Human Services Department at Cazenovia College and the Syracuse University Social Work Program.

Howard Padwa, PhD

Howard Padwa, Ph.D., is a research associate at the California Institute for Behavioral Health Solutions. Dr. Padwa’s primary areas of expertise are behavioral health systems transformation and implementation science. In particular, he is interested in bridging gaps between behavioral health policy and practice, and ensuring that policy innovations help improve the lives of individuals living with mental health and substance use disorders. Dr. Padwa began his career in behavioral health as a researcher studying the implementation of the recovery model under the California Mental Health Services Act, and he transitioned to positions where he evaluated various behavioral health-primary care integration initiatives. Prior to working at CIBHS, Dr. Padwa worked in the UCLA Department of Psychiatry, where he led projects evaluating substance use disorder treatment systems, and provided training on substance use and behavioral health interventions for policymakers, program managers, and service providers across the country.   ​

Denna Vandersloot

Denna Vandersloot is the co-director of the Northwest Addiction Technology Transfer located at the University of Washington. Ms. Vandersloot draws on 25 years of experience as a clinician, researcher, trainer, and consultant in the behavioral health field to assist individuals and organizations to improve their clinical and organizational practices and processes. She provides training and technical assistance in evidence-based practice adoption and implementation in a variety of behavioral health interventions and organizational change practices including process improvement, motivational interviewing, SBIRT, recovery-oriented systems of care, and integration of health services. Her passion is coaching individuals and organizations to achieve their full potential and provide exceptional care to patients.

Charlotte Bullen, MSHCA

Charlotte Bullen, MSHCA, joined CIBHS in October 2018 as Senior Project Coordinator for the Los Angeles County’s Substance Use Disorder Organized Delivery System Project.

Charlotte received both her Bachelor of Science and Master of Science in Health Care Administration from California State University, Long Beach. She has over 7 years of experience in project and training coordination. Prior to joining CIBHS, Charlotte served as Training Coordinator for UCLA Integrated Substance Abuse Programs (UCLA-ISAP) and the Pacific Southwest Addiction Technology Transfer Center (HHS Region 9). In addition, she also has experience in the hospital setting, where she served as a Management Assistant at Cedars-Sinai Heart Institute. She assisted with research, patient follow-up surveys, and other projects related to quality improvement.
