The Department of Health Care Services (DHCS) has contracted the
California Institute for Behavioral Health Solutions (CIBHS) to
offer support in the continued implementation of Pathways to
Wellbeing (formerly Katie A.). The resources developed here
will provide counties with access to practical tools to assist
them in the provision of services and their implementation of the
Core Practice Model (CPM)
Current activities for Pathways to Wellbeing include:
Provide planning and support of the TFC service model.
Organize and facilitate the TFC Implementation committee.
Provide training recommendations for counties and others to
successfully implement the TFC Service Model.
Revise the Medi-Cal Manual for ICC and IHBS to include TFC
Services.
Research and provide resources on evidence-based or best
practices that could be considered in the implementation of the
TFC service model.
The Department of Health Care Services (DHCS) in collaboration

California Institute for Behavioral Health Solutions (CIBHS)
is presented a two-part Webinar Series to support
implementation efforts and initiatives related to the provision
of Specialty Mental Health Services (SMHS) for children and
youth.
Supporting provider and county collaboration and partnerships to
serve children and youth.
The Department of Health Care Services (DHCS), in collaboration

California Institute for Behavioral Health Solutions (CIBHS), is
conducting regional convenings to support provider and county
collaboration and partnerships on the implementation of efforts
and initiatives related to the following topics:
The Department of Health Care Services is conducting regional
convenings in 2018 to support counties in their implementation
efforts and initiatives related to specialty mental health
services for children and youth while providing a forum for
counties to learn from each other and strengthen their work with
cross-system partners.
The Department of Health Care Services has contracted the
California Institute for Behavioral Health Solutions to provide
ongoing technical assistance, planning support and training that
promotes the statewide implementation of Therapeutic Foster Care
(TFC) Services.

As part of our technical assistance, CIBHS provides webinars to
assist county child welfare and mental/behavioral health
departments, focusing our work on components of the framework and
models as outlined in the Core Practice Model (CPM).
In July 2002, a class action lawsuit was filed seeking to improve
access to mental health and social services for children in
intermediate placement or foster care. An agreement was reached
in 2011 that requires that Medi-Cal provides all foster children
and those at risk of entering into foster care, receive in-home
and community-based services. In compliance with existing federal
law, each child is entitled to receive early periodic screening,
diagnosis, and treatment to design an individualized care plan
that takes into consideration any mental health services they may
need.
