Local Behavioral Health Boards and Commissions (LBHBC) have the
responsibility for overseeing local mental health and substance
use disorder systems. Understanding their roles, responsibilities
and emerging behavioral health issues is vital to
successfully fulfilling this necessary statutory requirement and
obligation. The Department of Health Care Services (DHCS)
contracted with CIBHS to create one 30-minute e-learning module
explaining the Roles and Responsibilities of the
Behavioral/Mental Health Board.
This 30-minute e-learning module, titled “Roles and
Responsibilities of Local Mental/Behavioral Health Boards and
Commissions”, provides information on the statutes and
regulations that govern LBHBCs (e.g., Welfare and Institutions
Code (WIC) sections (§§) 5604 et seq., WIC §§5650-5667, and WIC
§§5750-5772, etc.).
The module takes participants through the composition of a board
or commission, the nine required roles and responsibilities of
boards and commissions, the Brown Act, conflict of interest, and
ethics training. It also describes how to evaluate the
community’s needs, make an action plan, and best practices in
supporting and advising the Board of Supervisors and County
Behavioral Health Directors.
