The California Institute for Behavioral Health Solutions (CIBHS),
in conjunction with the Department of Health Care Services
(DHCS), the Department of State Hospitals (DSH) and the Council
on Criminal Justice and Behavioral Health (CCJBH), have joined
together to provide training and technical assistance for
counties who are identified as having a high number of persons
who have been found incompetent to stand trial. These individuals
may be eligible for diversion to behavioral healthcare services
in an outpatient setting if it is determined that their
behavioral health condition was a significant factor in the
commission of the charged offense. Diversion services have the
potential to facilitate the best outcomes for clients and avoid
placing a growing number of individuals deemed incompetent to
stand trial and awaiting competency restoration services in jail.
In partnership with University of Cincinnati Correctional
Institute (UCCI), CIBHS has developed two e-learning modules that
allow participants to learn at their own pace about two different
topics in the intersection of criminal justice and behavioral
health.
This module will offer effective strategies to share information
between the behavioral health and criminal justice systems. It
will explore the benefits of data sharing and the common barriers
that interfere with data sharing across criminal justice and
behavioral health settings. It also presents strategies to
address the barriers and implement effective data sharing
initiatives.
This e-learning module serves as an introduction to treatment
planning for the criminal justice system. The module reviews the
latest research findings on effective correctional interventions,
examines strategies to identify and address criminogenic needs,
and identifies critical behavioral health treatment plan
information for the court.
